Is there a trick to getting Wiper Arms off?

Those are just on a fine splined shaft.

My guess is they're rusted... putcsome penetrating oil on them and let it sit overnight. Might also try a smallish pry bar and give it a nice straight push.

I have sets on my Ranger and Explorer which I would like to switch but guess what, haven't got either one to let go.
I might try the oil thing

I sprayed some wd40 on it. I’ll try again in the morning.
It’s got some play up and down but feels like there’s something else keeping it from popping off even with the tab pulled all the way out.
I’ll try a pry bar with a wood block.

Ya know... I think you have to also flip the arm all the way upright too. You might have to stand it up before you pull the little lock lever also.

I’ve had the tabs stick or not pull out as much as they should. Also had the splines stick.

Pull the arm up as far as it goes (like you were picking it up to change a wiper blade). Pry/grab with plier the locking tab and work at it to get it as far out as possible, then wiggle/pry/etc to get it worked off the splines.

Pull the wiper arm away from the window. Slide the tab out. Set the wiper arm back down (the tab should hold it away from the windshield). Lightly wiggle and pull the arm off.

They'll come right off.
there is no reason to bring modern technology into a situation where a hammer will do just fine....
