Well, I was searching and searching for that elusive module and realized that it wasn't there. The wipers were working fine a month ago. Then only high speed. These things are hard to find so I wonder whether it was stolen.

Anyway, just in the event I am looking right at it and not seeing it, can anybody help me find that thing?

Its called the interval governor, yes, under the dash usually above gas pedal area, 9 wires connected

Google: 1991 ford ranger interval governor

BUT..................it is more likely to be the multi-function switch(turn signal stalk)

If governor is missing or bad then the High Wipers would work as it by-pass the governor, low and intermittent need the governor
But High is also not used that much so its contact on the multi-function switch doesn't get worn out
