No 4 wheel drive?

New to the forum, long time Ford owner. Currently, I have a 1993 Explorer, push button four wheel drive and manual hub conversion. The four wheel drive is not engaging. The indicater on the dash lights up, I can hear the all of the normal clicks telling me that the transfer case appears to be engaging in both 4H and 4L. I crawled underneath and tried spinning the front drive shaft by hand, it locks in when I put it in 4 wheel drive. I have pulled the hubs off and found one to be bad. Do both hubs need to be functioning for the 4 wheel drive to engage (I did try to swap them to the opposite sides, with the same result)? I am getting no unusual noises from the front end, so I don't think I have a major or overly pricey problem. Any advise would be appriciated.

yes both hubs need to be engaged otherwise, the differential will just spin and no power will be sent to the good hub.

solution = replace bad hub.
