If you are running the vehicle exclusively off-road, then the CEL shouldn't matter, should it?
As far as I'm concerned, ONLY if they indicated in anyway in the subject that it is to be street driven should any punishment occur.
Then for example, why do you care about a CEL?

Except for on a vehicle that is driven exclusively off road, is a pre-1975 model year, or was not factory equipped with a cat (Hondas up to 1980) removal of the converter is a FEDERAL OFFENSE. That means if you are anywhere in America, it's not legal to do it. Not ifs, ands, or local laws about it.
It doesn't matter if your state or local laws do not require emission controls. Removing the cat is a Federal offense. As Jim mentioned, the Mods here do not want it to appear, rightly or wrongly, that TRS is endorsing illegal activity. Now sure, speeding, burnouts, etc. may be illegal but they're not Federal offenses carrying very stiff fines either.
Again, the policy here is very clear. You don't have to like it.
